When I try to use the "Change Symbol" command, I often get stuck in a category. For example, I'll use the Change Symbol command, select a symbol to replace and the only choices I get to select from are electrical symbols. Wondering if anybody else had or has this problem.

Can't say I have, although it would be nice if you got to select from the system library instead of the drawing library ...
Yes and that it would stay open so you can edit multiple symbols (or others) instead of one by one and having to re-select every time.

Say that you use a generic toilet fixture, if the Customer wants a specific fixture, then you can change all instances of the generic fixture to the specified one without doing each one individually. Having said that, it's a feature I've NEVER used.
I can see it being useful for light fixtures though, if you use certain lights.

Your lucky Keith, I use it a lot. Whether it is doing lot specific plans from a model where customers adds ceiling fan instead of standard ceiling light, or changing column style on the porch for a new elevation. A lot better than deleting and re-selecting.
