I have a contractor that is buying a 3d printer. He needs his drawing in a STL file. Is this possible in SoftPlan?

You would most likely need to convert the model to another format and then convert it to STL
I am surprised that the printer did not come with a conversion tool but anyway it would most likely be better to export it to SketchUP
