I may have missed this, but my snap is not working as it should. Is this an issue with 2018?

What is the problem, or to be a bit clearer, what are the symptoms ... Snap in 2018 works perfectly, but has been seriously enhanced (with predictive snap) from 2016.

We have 3 seats and all 3 are a little funky. I see the snaps but they are not picking where they should. I place a window in the wall and it won't pick to the middle. That was just an example. If I try to move the stair, for example, it will not pick a corner. Am I making sense?

Yes, you're making sense. It's just not a problem I've noticed.

Make sure your snap is what you want it to be. 1/8" or 1" Also try it without the projection snap enabled

Snaps in Planset - just dont work. Wont snap too anything..
In 2016 after dragging drawings into planset, I was able to snap to a corner or dimension, line and move / place my drawing wherever I wanted.
( IE I want my First Floor to be in the exact same spot on the page as the foundation and second floor. If one laid drawings on light table you could see what stacks. )
Is there another way to accomplish this?
Yes, I have "Cursor Snap" selected.

I line my drawings up too. I wish there was an automated way to do it. I use a blank drawing with a reference point that I have loaded onto every plan set page- I also have a non-printing border on the drawing that I align to the title block on every page so they're in the same spot. I make sure to turn off the border on the blank drawing once lined up- otherwise it'll get in the way of selecting things on the plan set page.
I then align or snap every drawing to the reference point.
I save this to a template plan set- that also has the drawings and notes pre-loaded- so it is pretty fast to line things up.

Maybe there is a way they can utilize the reference point location in plan set. Like assembling floors in the plan set.

I like how you actually see a Name instead of Tech 007 - lol
Development is aware of an issue where snap point may not display correctly on a Plan Set page and are working on a solution.
Meantime, try aligning a corner of the floor plan using the plan set page rulers that display top and left of the page -
move the same corner of each drawing 7" over and 5" down (for example).
