Is there a way to globally change the size of the electrical symbols?  IMO they are oversized and difficult to fit available space on walls, especially kitchens.

No, they are a drawn symbol set to represent, a 3D model. The only option you have is to redesign each unique symbol to your specifications. I.e. draw what you want to be a light or a switch etc, and link them back to the relevant 3D objects.

You have to come up with a symbol that's smaller enough to fit where you want it, but big enough to be easily seen and recognised.

You can do this relatively easily with a combination of "Adjust Size" & "Draw Select".

 

First draw a bunch of symbols you plan to use.  In this example you can see multiple outlets and switches:

Then adjust the size of the symbols by entering a factor of less than one.   I used .5 for this example:

Then you can simply use "Draw Select" to draw each symbol as needed.  They will look large as you place them, then shrink once the action is completed.  The only downfall is that the distance from the wall is a bit too much, but this can be fixed quickly.

I think that Timothy meant this to be a permanent fix, not on a drawing by drawing basis.

If you want permanent changes, you can explode each symbol, resize and save as a new electrical library or in replacement the original symbols after deleting the originals.
