Does anyone know if there is a way to get a display header that automatically will tell what building options or building groups are on?

While I don't have an answer to your question other than "I don't think there is a way" I would offer a suggestion that it should be a simple coding change to have a "pin" option added to the Default Building Options dialogue box so you could keep it open at all times. How about it Softplan?
