All my reading in help so far seems to indicate placing building outline first, then drawing site lines.

 

Once a site plan has been created, is there a way to drop the house plan into it? Multidrawing perhaps?

No. You assemble your plans so that the site plan is part of the "Model". It should be at the bottom of the list.

 

It's usually easier from the foundation plan to switch to site plan mode, create the building outline and save as your site plan. I guess if you aleady have a site plan you could merge the site plan with the building outline (building outline only) with your existing site plan.

This is an  8 acre property with multiple existing structures, so I imported surveyors dxf. Trying not to have to redraw everything but need to show stuff for permitting. No need to 3D model it all

I might just draw a box to indicate location, for permits, then refer to detail plan prints notation

You should be able to do it using NEIGHBORHOOD in Site mode and drop the floor plan in that way.
