How do I turn off the circles reference edge in drawing mode,

You can't as far as I'm aware. However, it doesn't show/print on any document it only shows on the screen.

Remember that they do not print. If you do not want to display them on your monitor go to [Drawing Options>Mode Visibility>Drawing and uncheck "Show Non-Printable Items"].
It is a little cumbersome to get to. I would recommend creating a keyboard shortcut.

As Jim says, you can turn off the visibility of NON-PRINTABLE ITEMS, however that will turn off ALL non-printable items including construction points and reference points.
