For example,

I do work occasionally for an architect and have to put his stamp on all sheets.  The way I've been doing it is to take his autocad drawing of the stamp in insert it into a new drawing then put that drawing on each sheet of the plan set.  The only problem I've had is sometimes I have to scale it and sometimes it comes in at the right scale.

Is there a better way.  He's asked me to not put it in the title block and it's not always in the exact same location or I could just make it a part of the title block drawing.

Probably make a symbol out of it- that way you can put it wherever you want and adjust the size.

Alternately get it as a PNG or a JPG and use INSERT IMAGE. You can dimension it and adjust it to the required size, and move it anywhere you want on the sheet.
