Concrete footing formula understanding

This is a formula that Softplan has for concrete footing.  It calls it out as feet so I am a bit confused on why the complex multiplication with the cost in there instead of the accounting tab and also why it is divided by 3700.  I am sure there is a reason but if anyone can better explain it to me that would be great.   :huh:
