I am trying to create a custom window that includes 2 3' wide windows with 8" between them.  Is there some way to set the mull width once two units are joined?

I'm not sure if you can do that in the symbols library.  I typically just do that on the floor plan and use dim/extension lines to get my 8" spacing. Are you buying them from the factory with an 8" mull or are they just framing that kind of spacing on site?  The latter I believe is most used.

I am drawing a restoration project and it has many different sized windows, most in pairs of 2 with 8" spacing.  I thought my interior and exterior trim would be easier if I could define it as one window...

If you let the header be checked in the window definition it should join and show a center mullion in the elevations.  If you need the join to happen with a wider width you can add more jack studs so that it happens at a further distance.

Uncheck "Exclude from unit elevations" and adjust jack stud count to join further apart.

 

Then go to EDIT > UNIT OPENINGS and ADD the relevant Product Code.
