This has probably been discussed before, but is SoftList capable of producing a stair material list?

I have not found a way to call out individual components such as 2x12 stringers, skirt boards, treads, or risers.  If the stair is exploded then it becomes a simple line drawing.

SoftList will call it out as "Deck Stair" and give it a unit cost, but It would be great if material could be broken out.

Has anyone else dealt with this issue or am I missing something?

You will have to make your own formulas. Softlist just is set up out of the box with a stair price as each. The variables are there to create the stringers, skirts, treads and risers under Stairs.

As a SoftPlan+ subscriber you have access to the training video series.

See Lesson #27 of the SoftList Training - 'Stair Component Formulas'. That should point you in the right direction.
