In plan sets you may set "Building Options" "Use Custom Visibility" (see attachment) for plans and never have to worry about the model again (for plans).
Plans are ready to publish at all times.
For annotated views and 3D views we have to RESET set the building options in the model before publishing each version of options.
You better be real careful reviewing you published work for small differences between option versions.
To me that can lead to publishing the wrong version, it's confusing, time consuming,
inconsistent workflow, and not to mention aggravating
SP be consistent. Make all plans set options the same.

You may change the building options anytime during the drawing process (as it should be).
