Is there a way to export an entire project (.spp) to DXF or DWG or does it have to be done in each drawing (.spd) file?

If you are using plan sets, I usually have luck exporting the entire plan set into one dwg file by right-clicking the entire set.  The "pages" won't look the same in AutoCAD as you end up with a lot of "scattered pieces" in the file but everything that was a drawn object gets exported.  I use this method with my engineer, and he can pick out whatever he wants (floor plans, roof, details, etc.) and take them into his system.  I think you have to have at least one page of the plan set (or maybe .spd) open on the screen or it will export an empty dwg/dxf file.
