Can anyone tell me why some .pdf's won't import as shapes?

Is there a way to unlock something or is it the version of the .pdf?

I believe it has to do with the original file the PDF was created from.

Yes it depends.

 

PDF is a wrapper for either bitmaps or vectors. If it's vector, it will import as shapes. If it's a bitmap from a scanner or a photograph, there are no shapes to import.
