Use two sets of angled stairs ... and adjust number of stairs to suit ...
Explode the top set, and remove one set of stairs
Press CTRL-C to cleanup, and snap the two sets together.
.
They will then edit as one full set ...
Adjust to suit
Note --- there is a trick to editing multiple component stairs ... Right click on the section you want to edit (one of the straights or angles), and the individual component will be available on the straight or angled section on the relevant tab on the edit menu.

Note that you will have to adjust the offset of your landings to the proper height because the stairs will attach to the landings and Softplan will adjust your number of stairs to fit between these heights.

3.5 years of Softplan and it never occurred to me that I could explode stairs and rejoin sections. That was too easy. Thanks!!!!!

Obviously only works with multi-component stairs, if you explode a single stair it's GAME OVER.
