I'm sure this question has been asked.  I have tried all the wall definition settings I can think of.

I made a new wall type.  (Think post frame construction with horizontal girts.  I have 4.5" wide "studs" at 96" spacing.  I replaced exterior sheathing with Furring wood, 1.5" thick.  I also have Furring wood inside, 1.5" thick.  So the framing is 8.5" thick, plus siding and drywall.

I need my interior dimensions to pull from the interior Furring (Girts)  No matter what I do, it pulls from the Studs.

But, when dimensioning the Exterior of the building, I need to pull from the Exterior of the "studs" (posts)

Please help me.

Your definition looks correct. If you run a full dimension line from outside, does it dimension the wall too? Check DIMENSION/EXTENSION OPTIONS > DIMENSION OPTIONS, and ensure you have WALL THICKNESS checked.

I do not want wall thickness to be dimensioned.

I'm not sure if you can tell in this picture, but here goes.  If I click below the building and dimension vertically all the way through, the dimension on the bottom wall is correct, the top wall is still wrong.  (I checked the definition of that wall.) I have not erased and redrawn it.

Top to bottom drag is the same.

left to right and right to left work.

I am so perplexed

Ok.  So I just needed to erase and redraw that wall.

Strange.

Thank you.

Wasn't so much wanting you to dimension the wall, just wanted to see if it worked.

Glad you got it sorted. Odd that it occurred though.
