Can anyone give me the down and dirty on having the floor system abut to the interior side of the ICF rather then sitting on the outside? This would be when the ICF is continuous from footing to roof and floor system is essentially 'hung' off the face of the ICF walls

Take a look at Floor System Alignment under the Floor System Options.  Try changing Outside of Outermost Bearing to Inside of Innermost Bearing.

You may also have to ensure that the foam on the ICF is set as bearing in the wall definition.
