I don't use labels in plan sets because I always print using screen colors and there does not seem to be any way to override the color of the labels.. I draw in monochrome (colors drive me nuts in white backgrounds). Besides, with lineweights displayed, I have full sight over how something will look before i even print. So i have drawing my own Labels at the drawing level. Not what I preferred, but I have been doing so for years now.

Am I missing anything? I would love to use Labels but i wanted be sure that I am not missing a setting to change the color to black if I wish for it. Otherwise, I think its an oversight.

My labels are black.  I don't think I changed anything.  I'll look and see if I can find where you can change it.

Look in Drawing Options Assign Colors, all Items. Don't forget to change it in System and Project Options. I almost always forget about Project Options.

Set the planset to "Print Using Screen Colors" and then see.

Room labels are fine. but the Plan Set Labels appear to have no control over color if i set to print using screen colors.
