Copy and Paste sometimes highlights objects, indicating they were selected, and will it not paste.

Copy and Paste sometimes does NOT highlights objects and it will paste.

It has been like this for at least two versions.

Anyone else see this phenomena?

Make sure they are on a layer that is visible. Often a copy and paste between drawings will not show up if that layer it was on in the original drawing is not selected to be visible in the drawing it was pasted to.

This is the only problem I've had with it, just making sure it's not on a weird layer.

Depends....I noticed that if I highlight an opening, but not the entire wall the opening is sitting in. The opening will still be selected but not copied over.

Yeah, openings will not copy without the wall they are in.

Use Draw > Select and pick the item you want to use.

If it is an opening just click where you want it on the wall.

This even works when selecting an item from one drawing and then drawing it on another.

I think this may be an under-utilized command in SP !

That's a great way to draw duplicate items on other drawings. Especially if you want to maintain settings for something you've customized or edited.
