3D Panning & Rotating

Is it possible to slow down the rate for panning and rotating when in 3D with either keyboard or mouse? When I get into tight areas or want to look at a specific detail up close, I get in there and the next thing you know I have a headache from the spinning going on or I've panned 6 miles away from the model.

You can slow it down here, and then press ALT while zooming to speed it up when you need it.

I don't believe the zoom speed is linked to the Pan or Rotate speed as I have moved the slider all the way to slow but the others have not changed.
