Do the sun options only work in rendered mode? I thought they worked in textured as well but any changes I make in the sun options in textured mode do nothing.

I've never managed to figure out Sun options ... not that it really matters to me ... but, the item that confuses me more than anything, is if you keep the drawing the same (i.e. top view with no roof), and change the mode, without changing anything else, the shadows change drastically for some of the modes.

Like you, for me, changing the sun options has never seemed to do anything.

Under "options/textured/lighting" select "custom". This will allow you to use the sun settings and north arrow in textured and rendered (and probably all) 3D modes.

Yah, I thought there might be somewhere to enable it that I didn't know about.

Seems a little counter-intuitive to have to apply "Custom" to use the standard settings.

It is definitely weird that SP has this off by default. So the shadows do not work properly for the time of day. But once you have set it up so it aligns to SP's north arrow, and you have the right latitude and longitude for your project, the sun options are a very powerful design tool. Makes it much easier to design porch overhangs and window locations.
