I'm having similar issues... Trying for a 15" pitch on each of the 4 sides, with a flat rectangle in the top center. I can get two sides with the double hip, showing pitch at the side and flat on top. Can even get to pitch on two opposing sides and flat on top. Cannot get all 4 sides pitched. French style great room matching roof pitch but using collar ties for flat roof section. Will then add faux (or actual) wood beams for accents. Any ideas?

You should be able to make all 4 sides double hipped, with a 6 (or whatever) lower pitch for a given distance, and a Horizontal Top Pitch.

The raised ceiling joists don't necessarily replace the collar ties....you still may need both. Figure R802.4.5 (NY 2020 Residential Code) has the ceiling joist/Ridge height requirements. Or just go with an engineered design.
