I might have this wrong, but seems when I used to do notes, there was the box to do visible in all modes,

 

Am  I confused or is there a better way to do that now.

They moved it to the Common tab  . So now you have to go hunting for it.

seems smart to mess with things that weren't broken?

The "Visible in all modes" flag was added to all shapes and solids in 2024.

When doing this the flag was put on the common tab so that it is in a consistent location for all items that use it such as notes, shapes, solids, symbols, speed notes,  beams, dimensions and extensions.
This moves it to the same location where other common visibility controls exist, being building options and layers.  Now you can find it in the same location for all objects in a similar manner to the way you control your layers and building options.
