is there a way to add floor joist to a existing concrete garage so ical get a meterial list

Yes.  You might need to change the floor level though.

Often, the floor joists will sit on sleepers or PT plates on the concrete to account for the offset. Depending on joist sizes and spans you may have several plates running perpendicular to the joists. Look up on the internet how most frame floors over sloped concrete. You'll probably find a variety of options. Also best to ask the contractors working on the job how they typically prefer to do it if you don't know. Just make sure it meets code and structural needs.

Mark what is going to be done 2x8 cut on a angel to complete a level floor i glue them right to the concrete with cletes nailed to slab at mid point

You may just want to use solid tapered wedges for the joists if you want to show them accurately in 3D. You could also draw actual joists in your plan with the proper offsets to keep the subfloor reference and framing layout in place, but turn off visibility in 3D. When you draw the wedges you can check invert to have the slope on the bottom instead of the top. Then just figure out your offsets to sit properly between the slab and subfloor and copy at the joist spacing as needed. You most likely do not have to go to all that trouble, but that is an option if you want to show it in a framing model or section.

Yep, you would want to use the joists as well, but turn off visibility for the joists in 3D. Still allow them to be counted for materials.
