Ensure that "Fixed scale" is checked when you create the PDF. It's difficult for it not to be to scale though, it's just a question of what that scale is! How are you creating your PDF? Is it a PDF review export, or are you using a PDF printer?

When I create a PDF file for the printing company it will not print to scale.
