If they are separate walls, the wall definition itself has no bearing on where the wall aligns with the wall below it. Use the TRACE LINE POSITION in the Options section of the wall definition to define what you effectively want to be the outside of the wall. When it is drawn it will draw from that position, when it is moved, it will move and snap from that position.

 

If this is a single wall then you have to use the horizontal start to move the lower portion of the wall inwards. How the wall is defined doesn't determine where it's drawn. The TRACE LINE POSITION does that ... and yes, you would have to go into the footing section and determine how it lines up with your wall, so that it is centred under the concrete wall.

 

The DIMENSION and EXTENSION  section of the definition determines which materials your dimension and extensions pull from. You have a choice of NONE, INSIDE, OUTSIDE, BOTH and CENTRE for each material. Up to V2020 you can only define two dimensions (INSIDE and OUTSIDE) for the wall. You cannot define multiple portions to dimension. I can't comment on 2022, as I don't use it yet.

How do I get my framing to align with my concrete?

The images are of a knee wall for a raised ranch.

I can't set the horizontal start to a negative number, but if I move the concrete inward (1-1/2" for foam) then it isn't centered on the footing anymore.

Do I need to move the footing as well?

 

It seem like I should be able to keep "structure" at the ZERO start, then have sheathing, foam, siding, etc, outside of that.  I need my dimensions to be to framing, and not the siding on my plans.

Go to Floor System Options and Floor System Alignment put a check mark on "Outside of Outermost Bearing". Do this for System, Project and Drawing Options.

Does your wall definition include both the concrete wall and the framed wall? Not the best way to do it if so.
