I have been  having an issue with the snaps wanting to pick on the outer material that is turned off and not on the bearing material.  Has anyone been having this issue as well?

Try setting the shading on the invisible material to none.

I have found the issue. The texture visibility was on. As soon a I turned it off the problem went away. Thank you for your suggestion.
