I can't create workable DWG drawings that include my title block. Why does Autocad open the drawing with the title block in a seperate location and scale then set by softplan?

Mine doesn't do that. My titleblock and border are included at the right size. But I'm using 202 so that may have been something they fixed along the way.
Edit: When I said mine doen't do that I was talking about rescaling only. My titleblock and border are always placed other than on my drawings.

Mine comes out the same way where the sheets are all separated out. In 2018 the electrical would not even be on the floor plans but now it seems like in 2020 that they are.
