offset the landing itself. landing won't move with stair edit.

It will if it's adjusted as part of the whole stair.

if you have exploded the stair, you can't edit the whole. That's why i suggested you redraw the staircase. Have a look at this thread ...

I usually put a section line through the stairs and landing and then move the landing up or down to suit.  I draw the lower stair section first then the landing then the upper section.  Seems to work faster for me.

When I go to edit the landing itself, I don't see an option for offsetting. I can change the depth, which at least gets the floor finish up the right height.

I'm not sure how to adjust the whole stair, when I click on either run of steps or the landing, it edits just that part individually.

Did you adjust the whole stair, or did you explode it? Typically it's simpler to add a new stair and adjust the whole stair to suit rather than try and adjust the landing.

How do I change the height of a landing mid-stair? I adjusted the number and height of some of the risers, but the landing did not change height to match them.

Thank you,
