Can't remember how Softplan 2012 worked, but try this:
In 2012 go to SYSTEM OPTIONS > SYSTEM OPTIONS > DEFINE WALL > IMPORT/EXPORT Choose all the wall types that you want to export (either shift-left click or CTRL left-click, depending on what you want to choose) then click on EXPORT TO FILE, and save the file.
In 2016 go to SYSTEM OPTIONS > SYSTEM OPTIONS > DEFINE WALL > IMPORT/EXPORT, and click on LOAD FILE and then navigate to the file you just saved.
This SHOULD add all your chosen walls to your SYSTEM WALL LIST. Then exit and save modified SYSTEM OPTIONS.
I'd make sure they are saved before going back in and sorting them as necessary.
Menu may be slightly different in 2012, but you should be able to find the relevant sections.

Put your drawing borders into the C:\Softplan\Title Block subdirectory.
Your symbols may be a little different. I don't think you want to archive and restore, as this may delete some of the new symbols. I'd contact Tech Support.
